Where they are unable to develop their own advanced manufacturing internally, Taiwan's foundries are proving that they're willing to license the technology.

Last week, Taiwan's Pacific Electric Wire & Cable Co. Ltd. confirmed an earlier EBN report stating that it would license manufacturing technology from IBM. In conjunction with Taiwan-based passive-components maker Yageo Corp., EVA Airlines, the Fubon Bank of Taiwan, and other investors, the company will form a new foundry-Pacific Semiconductor Manufacturing Corp. (PSMC).

Under the terms of the deal, PSMC will license IBM's 0.25- through 0.15-micron logic processes, including a 0.18-micron copper process, an IBM spokesman confirmed. In return, Armonk, N.Y.-based IBM will receive a small stake in PSMC. IBM has also specifically licensed its 0.25-micron process to Acer Semiconductor Manufacturing.

Additionally, IBM plans to undertake its own 0.18-micron process transition beginning in the second quarter of 1999, company executives in Taiwan said recently.

Taiwan's aggressive move to finer geometries also adds a new wrinkle to the already complex question of whether the industry will face a surplus or scarcity of wafers in 1999.

The company also indicated its intent to take a non-recurring and tax-deductible charge of approximately $8 million to $10 million before the close of the fiscal year for costs including the unsuccessful acquisition of All American Semiconductor Inc. The companies announced intentions to merge in June but stock market fluctuations killed the deal in October.
