Work has commenced on rationalising the company’s five data centres into two computer centres, expected to deliver an annualized cost saving of more than 75 percent from H209.

The GAAP net loss, which equates to $1.73 per share, was largely the product of non-cash charges, including a $24.4 million to increase the company's valuation allowance associated with its deferred income tax assets, Actel (Mountain View, Calif.) said.

Second quarter revenue was down 21.5 percent from the second quarter of 2008 and down 6.7 percent from the first quarter of 2009, Actel said. The $45.1 GAAP net loss compares with a net income of $2 million (8 cents per diluted share) for the second quarter of 2008 and a net loss of $3 million (11 cents per basic share) for the first quarter of 2009, the company said.

Revenue for the second quarter was within the range of the revised sales target that Actel issued last month. Actel said at that time that the revenue change was the result of lower-than-anticipated shipments of radiation-tolerant devices to the satellite market.

On a non-GAAP basis, excluding charges, Actel posted a net income of $14,000 for the second quarter, down from $800,000 in the first quarter and $4 million in the year-ago quarter, the company said.

Actel said it expects third quarter revenue of between $44.3 million and $47 million.

BANGALORE, India — A semiconductor policy for the southern Indian state of Karnataka is expected to be announced by the government next month. Government officials hope the chip policy will boost the semiconductor industry here to the same level as its software development sector.

The new semiconductor policy will address everyone's concerns as it is being done in conjunction with the India Semiconductor Association (ISA) and top industry executives,” said Ashok Kumar Manoli, principal secretary for IT, biotechnology and science and technology for the state government.

The blueprint will address policy issues, incentives, infrastructural matters and keep in mind the emerging trends in semiconductor design,” he said here during the Embedded Systems Conference Bangalore, 2009.

Manoli did not reveal specifics of the policy, but TechOnline India has learned that it is likely to focus more on the solar fabs and semiconductor design.

Due to improved demand outlook for 2010 and a more aggressive technology strategy, TSMC 2009 capital expenditure is expected to be above both the 2008 expenditure of $1.9 billion and the previously guided $1.5 billion, and is expected to be around $2.3 billion,” said Lora Ho, vice president and chief financial officer of TSMC, in a statement.

For Q3, Revenue is expected to be between NT$88 billion and NT$90 billion.

SAN FRANCISCO — At an event, I ran into VLSI Research CEO G. Dan Hutcheson.

Hutcheson is bullish about the IC industry, although VLSI has not changed its gloomy forecasts. The fab tool market for 2009: Minus 44.2 percent. The IC market: Minus 12.4 percent.

But based on my conversation with Hutcheson–and a new report from the firm–here's the conclusion: There are four positive signs and two negative signs in the market. Here's why the analyst is upbeat and worried:

The latest results from semiconductor suppliers validate iSuppli's assertion that inventories have been reduced to appropriate levels, down from previously excessive positions,” said Carlo Ciriello, financial analyst for iSuppli. Inventory levels are lean—but appropriate—given current revenue levels. With fab utilization so low, semiconductor suppliers can ramp up production to build inventories to meet increased demand, should it be necessary.”
